When will computers be able to think?

IBM's TrueNorth chip looks quite interesting: it's a neural network chip that operates at a fraction of the power that conventional chips use.

While it is by no means a human brain, and while chips with this sort of circuitry can't run your typical (deterministic!) apps and consumer goodies efficiently, it should lead to some fascinating applications in prediction models, simulations, weather forecasting, and perhaps even teaching computers emotional intelligence one day.
